1.0 Background of the Study

This research aim to study the efficiency of the zakat distribution in Kelantan. Efficiency can be defined as the level of performance in doing any work to transfer input into output. Zakat is a must for every Muslims to pay at the amount that have been fixed. It is 2.5% of our total wealth Zakat is also known as the wealth cleansing or purifying where the rich people need to allocate sum of amount to the poor people or the needy. Generally, zakat institutions are placed under the responsibility of the Muslim Government. But, in Malaysia, zakat institutions were placed under the authority of the state government. In this case, zakat institution for Kelantan managed by the Majlis Agama Islam Dan Adat Istiadat Melayu Kelantan (MAIK). MAIK is not only collecting zakat, but also distributing the zakat fund to the needy, so called as asnaf. There are two forms of zakat which are the direct financial support and also the in the form of support to help the recipients sustain themselves. Distribution of zakat have two concepts which are the long term and short term distribution. But, in this case, people always wondering whether the zakat fund is distribute efficiently or not? So, this paper is done to highlight the efficiency of the zakat fund distribution?

2.0 Problem Statement

In Malaysia, the zakat collection keeps increasing from time to time (Muhammad Syukri, 2002, p.2). Generally, there are some issues arise in the matter of zakat fund distribution that need to take attention such as about the zakat distribution and also the issue with regards to the shortage and the surplus of zakat funds. But, in this paper, I would like to highlight the most important question which people are questioning about the distribution of zakat fund among the needy. Is the zakat fund are distribute to the right people? Do the recipient qualified enough to get the zakat fund? Those questions will always be asked either among the people or been asked to the zakat institutions. In my opinion, I think that this research paper is important in order to achieve social harmony among various sections of people from all walks of life.

3.0 Significance of the Study

The rationale of carrying out this research is because the questions asked by the public can be answered by studying the efficiency of the zakat distribution in the particular place which is Kelantan. As we all know, generally, zakat fund is increasing from year to year due to the awareness from the government especially the zakat institutions and the district mosque. Increasing in the amount of zakat fund will increase the number of the zakat fund recipient. Based on the research done by the previous researcher, they are not clearly told about the zakat distribution in Kelantan, but they are focusing more to Malaysia. So, the uniqueness of the study is I am going to highlight the zakat distribution in Kelantan. Usually, in Kelantan, we have many ways to distribute zakat such as through the “Bantuan IPT Online”, asnaf, single mother and others. Those ways of distributing zakat shows how effective they are in managing the zakat fund that need to be distributed. Their efficiency can be measures on how did they distribute the zakat, to whom did they distribute and so on. The unsatisfactory of zakat payers and recipients towards the zakat institutions can be used to measure the efficiency of zakat distribution.

4.0 Research Objective

1. To study the problem of zakat distribution in Kelantan.
2. To study the efficiency of zakat fund distribution among the needy in Kelantan.
3. To study the way to solve the arising problem.

5.0 Research Question

1. Is there any problem occur in zakat distribution in Kelantan?
2. Do the zakat fund distribution among the needy in Kelantan is efficient?
3. What is the way to solve the arising problem?

6.0 Expected Contribution

From this research, the expected result is to increase the efficiency of zakat distribution to be more efficient than before because people will expect for something good from time to time. So, from this research, I expected that the efficiency of the distribution will increase and the recipients will use the zakat money that they receive for their life. Besides, it is expected that the zakat fund amount paid by the payers will increase from time to time because there are so many people that were qualified to get zakat. But, it is still not enough because they are some people that might not take serious about the zakat payment and do not pay it due to some reasons such as untrusted towards the zakat institutions or else. So, in this case, the efficiency of the zakat distribution will help them to put their trust on them and will pay the zakat that can help more poor people in Kelantan.

7.0 Conclusion

In conclusion, Malaysia can be classified as an excellent country in managing the zakat fund either in the collection or distribution part even there are some issues occur due to the management system of the zakat institutions. We need to strengthen the zakat management system especially in zakat collection and distribution to achieve the aim of the zakat. Even the zakat contributors only have to pay it, they want and they have the right to know how their money being distributes among the needy because they want to make sure that their money being distributed in the right way and to the right people. The issues that occur can be solved by searching for the qualified recipients through the census system every year because it might be increasing or decreasing in the number of poor people in the particular place. Besides, MAIK can use the information from the district registration office because they do have all the information about the residence within the area. In order to achieve the aim of zakat, the recipients have to be able to upgrade their lives to at least a minimum level of good quality living. Therefore, the aim of obligatory zakat can be fulfilled by the payers and the true meaning of zakat practice can be achieved.
